August 13th. Admiralty recommend that in order to keep open all trade routes, except where immediate attack is appre- hended no lights should be extinguished. As soon as immediate danger is past lights should be relighted. Admiralty observe that as it is most important that British trade should be inter- rupted as little as possib.e British vessels, unless it is absolutely necessary, should not be advised to remain in port or held up. All concerned should have this communicated to them and you should #irizttyxhxx briefly inform me of the reasons whenever detention is enforced. Telegram sent to all British maritime possessions in similar terms.
